[Tagging] tagging religion-based access

At this moment this is my favourite. It will not break existing data consumerslike access=no, muslim=yes would, it should be readable for others,it avoids problems where it would turn out that only some subtype of religion iswelcomed at given place but it was not clear for an outsider.
