[Tagging] highway=motorway_junction : what about primary, secondary or tertiary ways?

Ok, thanks for your answer. That would help routing planners to use the correct "Take exit to…" sentence instead of "Turn right to…", which is a nonsense for an exit.

It is commonly used on non-motorway grade separated junctions. So the answer is yes.
