[Tagging] landcover=asphalt ; landuse=highway

From what I remember people are already using `area:highway=*` for detailed street area mapping.

I would think `landuse=highway` would work kind of like `landuse=railway`, used to map a right of way corridor, not the actual asphalt surface.
