[Tagging] emergency=fire_alarm , emergency=stop_button

Ok cool

So we have
`emergency=fire_alarm`   (for both indoor pull and outdoor box types, invent a sub tag if needed to distinguish)
and
`emergency=stop_button`

Who wants to add these pages?
I’ll add presets for iD this week if we can just move this forward and wrap up the discussion.
