[Tagging] discrepancy in shop definition and "wholesale" value

wholesale=* (not wholesaler=*) is in the never-approved shop=wholesale
proposal and has 677 usages.

Perhaps a wiki entry for wholesale=* is needed, with cross-references
between that and shop=wholesale
