Subareas will not work for my country. We generally have the following
hierarchy: region > province > city/municipality.

However, we have two cases where a city inside a province is part of a
different region from the rest of the cities and municipalities of that
province. In this case, using admin_level=* to properly indicate the
administrative boundaries in type=boundary + boundary=administrative
relations is unavoidable.
