+1, there are really lots of reasons not to go back to rendering admin boundaries from ways.

IMHO the main style should try to render what people are mapping, not try to make them change their mapping for the current implementation of the rendering rules (“if you don’t act now all your nice borders will go away soon” ;-) ), particularly if the former is the result of long term evolution.
