[Tagging] Campaniles tagging

Currently there are 2 tags for campaniles, which has no difference 
between each other:

* man_made=tower + tower:type=campanile
* man_made=campanile

I think we should move "man_made=campanile" to "man_made=tower + 
tower:type=campanile" combination, which will mach to the rest of a 
towers tagging scheme:
