[Tagging] waterway=pressurized in Hydropower waterways proposal

Consecutively of all those discussions, ideas get more precise and some
points have been changed in the proposal between December and now.
The big benefit is to make the distinction between containers (riverbeds,
pipes, tunnels, canal...) and content (water).
As things are never perfect, we may have further occasions to improve
tagging and wiki a little more.
