Wher did you find this exclusion?
The "cycleway" wiki page [1]  does not exclude it, I would say:
" Consider using the cycleway:left
<https://wiki.openstreetmap.org/wiki/Key:cycleway:left>=lane
<https://wiki.openstreetmap.org/wiki/Tag:cycleway:left%3Dlane> and / or
cycleway:right <https://wiki.openstreetmap.org/wiki/Key:cycleway:right>=lane
<https://wiki.openstreetmap.org/wiki/Tag:cycleway:right%3Dlane> tags
instead for a cycle lane which is on the left and / or right side, relative
to the direction in which the way was drawn in the editor, as this
describes on which side the cycle lane is. "
