it’s a nice edge case to test the current system, I would probably keep the water tower tag. 
The tower:type=communication could IMHO still be added. https://wiki.openstreetmap.org/wiki/Tag:tower:type%3Dcommunication
You could also add the radio facilities on top. There is man_made=antenna
