[Tagging] Feature Proposal - RFC - (consulate)

If amenity=school, amenity=university and amenity=hospital count as a
landuse, then amenity=embassy / consulate can be treated like the landuse
of the area. I don’t think a separate landuse tag is needed if the embassy
is drawn as a closed way (“area”)
