[Tagging] Why isn't the amenity=parking object part of the relation ?

there is no difference, polygons or multipolygons are the same with regard to the question at hand. I don’t see the need for a grouping relation, neither by us nor by downstream data consumers, but you could certainly create them automatically from polygons and the things inside.
