[Tagging] Why isn't the amenity=parking object part of the relation ?

I've never used site relations for customer parkings of shops, but only
tagged such parkings operator=<shop name> (+ access=customers). Now i'm
wondering if this is enough, especially as <shop name> usually isn't
unique.
