[Tagging] Feature Proposal - Voting - Toll Gantry

In OSM at present there are some twenty gantries for toll collection tagged
as highway=toll_bridge. They should be retagged as gantries with equipment
for toll collection or whatever their purpose is. The proposed
highway=toll_gantry is one possibility.
It woud prefer something like
highway=gantry
gantry=traffic_signals | speed_camera | automatic_toll_collection | ...
