Note this is a completely wrong characterization of the water=* tagging 
scheme that is playing on nationalistic sentiments.  You should not do 
that.

water=river is not more popular among Russian mappers than it is in 
other parts of the world:

That ID through its presets for waterbodies - to put it in a friendly 
way - does not much support consistent differentiation of standing and 
flowing water is one thing - but this is not directly related to the 
different tagging schemes and it has nothing to do with anything 
Russian.
