[Tagging] Horse mounting steps compared to horse walker

As a mounting block?
disused:amenity=mounting_block

As a historic object?
historic=mounting_block ..or historic=yes

Depending on what feature you want to map. You could map both, say one 
as a node the other as a small circular area.
This would follow the OSM guide of  'one feature, one OSM entry'.
