You may want to take Peachtree City, Georgia into account in your
proposal.  It has an
alternative transportation network of golf cart paths.  People must obtain
and display permits
on their carts to use the paths.  Accordingly, somebody has tagged several
footpaths there
with golf_cart=permissive.  Footpath seems about right since they're too
narrow for cars and
people are allowed to walk on them (those paths also have foot=permissive
but I think that
should probably be foot=yes because there's no indication people need a
permit to walk
on them).  The city also has designated parking areas for golf carts, so
that probably needs
dealing with.
