Perhaps in Europe there are rules like that.  In the US things labeled
footway often allow bicycles.

The real issue is that there are a lot of implicit rules for what values
tags should be assumed to have, and it is a combination of lore and
wiki.  It should be a machine-readable description that data consumers
can use.
