[Tagging] Road hierarchy

My research tells me ‘unclassified’ means classified as ‘unclassified‘, which is a class of road in the public road system. Other roads cannot be classified as ‘unclassified’, but should get another classification. Roads without classification need a fixme, not a classification as ‘unclassified’.
