there is also a different plant family of the same order whose species are called eelgrass: https://en.m.wikipedia.org/wiki/Vallisneria

many different although similar plants.

Should eelgrass habitats be seen as a distinct wetland type in OpenStreetMap?  You could also combine other tags like species or taxon with a feature like natural=wetland, or landcover=eelgrass
