[Tagging] [tagging] lateral protection of foot bridge

How do you tag this lateral protection on the river side (right-hand side
in the picture) of a foot bridge ?

Is it a separate element (fence?) or is it a handrail?
These are frequent and also important from a safety-point of view. For that
reason I would would like to map also the (esimated) height, but on what
type of structure?
