I agree collecting this kind of information seems out of scope for OpenStreetMap, but apparently there are a bunch of open solutions available, where you might be able to contribute: https://en.wikipedia.org/wiki/Wi-Fi_positioning_system#Public_Wi-Fi_location_databases
