[Tagging] depreciate recycling:metal in favor of recycling:scrap_metal

the wiki describe recycling:metal as "ll sorts of metal – possible
duplicate of more frequently used recycling:scrap_metal; see below."
the wiki doesn't describe recycling:scrap_metal

does this seem coherent as depreciation?
if yes, the new value should be documented :)
my low use of recycling:metal was indeed scrap metal.
