[Tagging] man_made=storage_tank for open containers?

Not sure.  Depends what you mean by "tank."  However, there's a problem
with the rendering
of man_made=storage_tank whether or not you consider it must be closed: it
renders with the
symbol for a silo.  Which is very wrong.  Yeah, I know, take it up with
carto.  But that problem will
have some bearing on what we do with the tagging.
