There are different types of “small” waste amenities, waste_basket is the smallest and used for those public bins on the street, waste_disposal is described as “used for medium sized waste bins, typically for bagged up household or industrial waste” and this picture: https://wiki.openstreetmap.org/wiki/File:Waste_container.jpg
Not sure what these medicine collectors look like in your area, here they are rather small, and completely closed (you can hardly get things back out due to the way the closure works, unless they are too full). Maybe waste_basket would be still the best, if we agree differentiation is done mostly by size.
