For the river that I have in mind, a conditional access tag would be
good enough.
I don't think motor navigation is permitted until the locks are
operational in the spring. This time of year, navigation is also not
possible because the river is usually frozen over, but I think that
lies in the intersection of 'impossible AND unlawful.'
