one has to be careful with classifications like access=private or
destination. The latter will exclude pedestrians as well and the former may
not be correct for publicly owned paths, even if in reality only the people
living there will use them (because they are dead ends). In absence of
physical barriers and signage it can be difficult to determine the status,
also because the people living there may have an interest to make it seem
it is their property. I would generally tend towards "is public" unless it
is recognizable it is not (or you know for sure).
E.g. I once have discovered a private gate blocking the access to an alley
leading to the river in Berlin Köpenik (former old village, now
incorporated, in the east of Berlin), which wasn't actually legitimate, as
the alley was public, but the neighbouring residents had set it up to
improve their privacy ;-)
