[Tagging] landuse=landfill : for regular/irregular ones

Ok, so we agree, we will start using
landuse=landfill + informal=yes
just for the informal, uncontroled, ones.

Keeping "Sanitary Landfill" as just
landuse=landfill.

Considering this will apply to thousands from now on.
