[Tagging] The actual use of the level tag

Speaking of which  many editors, users, editing software, tenderer and such
seems to assume levels must be integer which is not necessary to be
correct. For instance, I am currently sitting at level 3M of a particular
building, which is physically outside the building and is higher than level
3 while lower than level 4 of such building. If expressed in numerical
format, one might naturally say this is level=3.5, however such value
doesn't seems to be commonly understood by different tools
