[Tagging] Feature man_made=offshore_platform?

IMHO we should not question a tag just because it hasn't been discussed and
voted, 400 uses of an offshore platform tag doesn't seem few, in the world "the
number of oil platforms is expected to rise from 389 in 2010 to almost 500
in 2017". The sum of the region figures adds up to 1300 something for 2018,

man_made=offshore_platform seems ok to me, although the definition isn't
very mature yet.
