[Tagging] Marking legal BBQ locations

Note that =designated is used but only
in cases where objects were built for
this usage. For example there are some
objects officially marked as combined footway/cycleway
that were not built or even suitable as a cycleway.

Correct tagging for that case is stillbicycle=designated foot=designated
