Yes. There are no fences and areas are maintained by city service company.

If they are part of the residential parcel, you could see them as kind of
gardens (within the residential landuse), if they are public property you
could distinguish the intensively maintained (garden and parks) from the
grass areas and from "urban wasteland" (leftovers).
Sometimes, public property (housing) will be sold and the new owner might
treat the public spaces around them differently (privatization of these
spaces).

There is almost everythig possible, but I don't thing this will happen soon
and in big scale.
