Hi all,

After a few months of RFC, the power/pipeline substation functions proposal
is now open for vote.

Thank you to TOGA and Steenbuck for the time spent to bring comments on the

This is a really technical topic and you may have concerns regarding the
amount of proposed keys and their apparent complexity.
The proposal is intended to give a better framework to match the reality
and allows both mappers and consumers describe what they see and be sure of
what they get when they query OSM.
Since this proposal address particular situations, some keys won't be used
a thousand times. The point is to use them when appropriate to bring a
documented distinction from common cases and standards substations.

Used definitions come from IEC 601 international norm.

It was not possible to describe situations in the past with current tagging
and I hope to propose something better to solve the problem.
