[Tagging] Wild changes to wiki pages changing the cycleway tagging scheme

Oh, and how exactly do you explain, that it never
ever appeared in the tag description for cycleway:left
and cycleway:right ?

Even on Bicycle wiki page, these were _red_ links,
while all the other stuff had neatly been linked
to existing and valid tag descriptions.

The meaning of it has never been documented on
the wiki and only recently been derived based
on live data. The tag recommendation on the
Bicycle wiki page is limited to pair with
imagery to discriminate the intended use
by example and fails to give a proper
description.

In practice mappers had to imply that the meaning
ought to be somehow, in an obscure way, similar
to the description that is present for cycleway=,
the unaffixed variant.

Red links, no proper documentation, and a usage
you need to guess solely on limited examples,
additionally limited to right hand traffic system
only are a lot of facts to conclude that this part
of the doc has been (and is) dubious, or more
loosely _meaningless_.

Sorry, but "completely untrue" is different.
