[Tagging] capacity=* of bicycle sharing stations when no. of bikes > no. of stands

Note that stand capacity for bicycles varies wildly. Just in my city there are stands
with capacity of a single vehicle and giant "art" ones fitting more than 20.

I would tag how many bicycles comfortably fit, like with bicycle parkings.
