every time means under the same circumstances, there are features that are not always present but only on a schedule (opening hours is typically used). Or the coastline changes periodically with the tides. Or intermittent waterways.

e.g. the building height isn’t sufficiently defined to get to the same results every time you measure it, because it is not defined where to measure it (which ground elevation is the relevant one)
