Someone already mentioned Poland. Also, this is pretty much the standard situation for traffic lights in Sweden; they always come with zebra stripes. If the lights are active, they take precedence over the signs and markings; if the lights are off or showing flashing amber, the situation reverts to whatever the signs and markings say. (And if there is a police officer directing traffic, their instructions override whatever the traffic light says.)
