Since civil engineering and underground ducts may be really expensive,
poles are still rolled out in rural areas, at least in Europe but I guess
it's a common situation in many areas
Some countries won't build underground infrastructure for seismic reasons
as well, see Japan.
You'll still be finding new utility poles for years
In France there are currently around 11 millions of power poles and
approximately 5 millions of telephone poles.
A nationwide plan expect to see them all removed since 1999 new year eve
storm. Actually that's easier to plan it than to do it :)
By the way, as we (2 friends and me) were reworking the communication=* and
man_made values dedicated to telecom networks with new telecom=*, we were
looking for appropriate semantics for poles and lines.

I would be in favour of man_made=utility_pole or any other domain agnostic
tag
But as the refinement of power=pole/tower was denied a few years ago, I
guess telecom=pole will be used consistently
A simple rule to make the choice easier between power=pole or telecom=pole
: look at what is the highest on the support

Regarding "lines", we should use telecom=cable since most of telephone
wires are insulated and distinction between power=line or power=cable is
made on insulation

All the best
