[Tagging] Deprecating mini_roundabout

Rule 188 of the Highway Code has:

"Mini-roundabouts. Approach these in the same way as normal roundabouts.
All vehicles MUST pass round the central markings except large vehicles
which are physically incapable of doing so. Remember, there is less
space to manoeuvre and less time to signal. Avoid making U-turns at
mini-roundabouts. Beware of others doing this."

The U-turn reference is effectively SHOULD NOT, so it is not prohibited,
nor are U-turns mentioned in TSRGD 2016 (the diagram 1003.4 marking
referred to is the road marking, I suppose traffic_sign=GB1003.4 could
be used if junction=mini_roundabout were deprecated).
