[Tagging] Tagging estuaries: estuary=yes or river=estuary?

? Puzzled as to;

estuary = tidal mount of a large river? As defined by the Oxford Dictionary.

Why not tag tidal - that can be applied to many things not just large rivers?

No need for yet another key? Or is there another definition of estuary?
