[Tagging] New proposal draft to simplify the mapping of farm buildings (stables)

Dear Community,

thank you for your comments. I would like to try to summarise the
discussion so far:

- one group went of into a discussion on the different forms of stables
for pigs showing us the complexity of farm buildings and also the
complexity of wording

- commentators generally preferred to stick to the current practice of
creating a new value for building= on the different forms of animal
keeping rather than the (indeed) german practice of generalising stables
for any livestock.
    - Question: What are your thoughts on building=livestock,
livestock=* to incorporate "the german way" without hijacking another
tag (building=stable)?
    - a different way forward would be to document more values in the
documentation. I personally miss a value for a stable for goats

I would be happy any other comments before I advance in the proposal
process (abandon or propose).

In addition I would like to emphasize the fact that this proposal is in
draft-stage. It was created because a community member (me) spotted a
problem (=no possibility to map stables for goats). So It would great to
work on a good proposal together before voting on its content in general.
