imho: Monaco ( https://www.wikidata.org/wiki/Q235 )
instance of(P31)
- "city-state"  ->  r2220322 (place=city)
- AND "country"    ->  r1124039  (country )

so  1:2 relationship  ( 1 wikidata : 2 osm object)  is correct.
Monaco is a https://en.wikipedia.org/wiki/City-state
