[Tagging] Can highway=cycleway be limited to MTB?

mtb:scale is complementing, not negating. Along with other additional 
tags, It filters 'cycleways' to indicate a specific kind of cycleway

You don't. You should only tag *anything* in OSM if you have knowledge 
of it.
