[Tagging] Can highway=cycleway be limited to MTB?

Very few trails near me allow both bicycles and horses.  The land
managers seem to believe that it's safer to allow one or the other.
The equestrians appear to appreciate it, since horses are virtually
all used to encountering hikers but many may spook at a bicycle.
