[Tagging] Feature Proposal - RFC - protection_class=* (Words, not numeric codes)

Does the current version look any better?  Obviously, once we're
seriously stitching things into the Wiki, we'll need to make
individual pages with titles like 'Key:protection_class=recreation',
but of course it's easier to have it all in one place for now.
