Currently there are two ways to tag a conservation area:
boundary=national_park
or
boundary=protected_area
protect_class=1 to 7
The first is generic, the second is specific as to what level of
conservation an area has.
I would have assumed that if you were proposing to replace the class
numbers with phrases then you'd just create a phrase for class 2, rather
than trying to redefine an existing tag.
