you can not expect the OpenStreetMap definitions to be exhaustive in all instances. A boundary=national_park is a protected area that is regarded as “national park” in the nation where it is located, it’s implicit even if the page isn’t explicitly stating it.

Not all "relatively large areas of land" that are "set aside for human recreation and enjoyment, as well as the protection of the natural environment and/or cultural heritage of an area" get the national park tag, only those that are national parks.
