This is decision made by renderer/data user.

If more than one of amenity/shop/tourism/other primary tags fits then renderer may interpret 
it in various ways (with decision made either deliberately or happening for purely
technical reasons).

Similarly icon priority - renderer/data user is free to decide what how and with which priority
will be shown.
