You were wise to cover yourself by adding "normally." :)  Here is a video
about a bridleway.  Which is also a footpath (by legal definition).  In
fact,
it's also a Byway Open to All Traffic (BOAT).  Most of the time it's the
ONLY way to visit Foulnes Island.  It's also the most dangerous
